if you want to be able to make a neighbor relationship then ip ospf network
non-broadcast
but if you do not need to have neighbors then passive interface will work
also

passive interface in OSPF will not only stop hello to be sent out like in
RIP it will also stop receiving hello so the result is that you will not be
able to form a neighbor with a passive interface.
