I'm working on various QoS scenarios and a question came up that I really
couldn't track down: can I setup unequal cost outbound load-balancing on two
or more connections?
 
The scenario: A single edge router with two ISP connections, no BGP or any
other dynamic protocol to use, only static defaults.  The connections are
1mbps and 5mbps.  Is there a way to "force" predefined percentages of
traffic over each?
 
I thought about various formulations of shaping but I just can't seem to
make that fit in quite right.  Anybody have a clue?  If so I would
appreciate a nudge in the right direction.  I feel like I'm missing
something obvious here.
