I don't think there is a way. If the routers are installed they would be
used (assuming norm AD)
Netflow could be your friend here as far as getting an idea of traffic
is going to/from a subnet.

But what if I want to know if the router actually uses it to route
"live" traffic. The reason is because, there maybe hundreds of static
routes inherited from ex-staff who never maintain the static routes..so,
in order to clean up the mess, how can I tell if that particular static
route is ever in use by the router?
Is there a counter mechanism like ACL for each static route? That's my
dream :)
