So I guess when the question tells us to use an IEEE protocol that provides
link aggregation etc etc , we should use 'lacp' not 'ON' for our
etherchannel config.

Is actually neither :)

The actual negotiation of the etherchannel is not performed in this mode and
the member ports are just forced into the group. More here:
