Can't get basic configuration of bi-directional PIM to work

First of all, here's my reference

But I am using my own example.

I have the following topology:

[R1]
  |
[R2]---[R4]
  |
  |
[R3]

R1 is the RP (static RP)
R3 is the sender to group 225.0.0.4.
R4 has join on it's serial interface to R2.
R1's interface to R2 is serial s1/0
All interfaces are in sparse-mode only.

I have all routers (except R4 because it's just the "host") configured with:

ip pim bidir-enable
ip pim rp-address 1.1.1.1 bidir

R2 cannot ping the group address. The debug ip mpacket on R1 has an OIL of
"null" yet the show ip mroute shows otherwise:

From R1:

Am I missing something?
