One of my branch router (2821) jumped into ROMMON after power restoration
from a power maintenance, I had to restart it manually through OOB
management.

As far as I know, to put a router to ROMMON mode, we can issue the break
sequence during the router boot process. Did you experience other
circumstance that would make a router jump into ROMMON automatically? Could
that be HW failure?
