Client1 will show authenticated vs. Client2 . Client1 has the key bound to
the ntp server allowing the client to authenticate the server. There is a
difference if you use "sh ntp associations detail" and look at the
output for both clients. If you want to authenticate the server you must
bind the key with the ntp server command.
