Yes that is what i was referring to. That is the behavior. If the other
router or routers were in another area, like area 0, and you wanted to have
all the routers in your area to receive the external routes but not the
routers in area 0 or the other areas behind area 0, you could even configure
the "summary-address not-advertise" on the ABR, only if that area is
configured as NSSA.
