How is Decay Time calculated? Is there any formula to calculate Decay Time?

  Half-life time : 30 mins Decay Time : 4645 secs
  Max suppress penalty: 12000 Max suppress time: 120 mins
  Suppress penalty : 2000 Reuse penalty : 750

Half-life time, Suppress penalty, Reuse penalty are Configurable.
Max suppress penalty & Max suppress time are Maximum.
