It really depends what this size mean.
Only on IOS 1500 means actually 1500 up to layer 3 (i.e. without L2
headers).
On some machines that means pure ICMP size, without IP header (which is 20
bytes, meaning max. packet size is 1480)
So I would run a debug or sniff/span and look at what the actual packet size
is when you ping with, say 1400-byte packet from the host
