If "the practice" you're referring to is a partner engaging
contractors that fulfil one or more of the partner specialisation
requirements, there are still rules. Most notably:
"CCIE must have exclusive, full-time contract with partner in
country seeking certification."

So, aside from the exception case:

Anyone who sits on a partner's books, on anything other than a
full-time, exclusive engagement, for the sole purpose of associating
their #, is breaking the rules.
And to anyone out there that sits at home working on their Tetris high
score, living off the $15,000 p.a. CCIE # association retainer, good
on you.
Has anyone raised a case with Certifications Support on this? I guess
that's the only way to know for sure. I certainly wouldn't risk a life
ban without getting something in writing from Cisco.
