7940s are only grey market and you're comparing an install base of 20
to that of 4 pri's which could handle almost 500 depending on bdbh and
blocking level. I would hope that an install base like that might
include some redundancy too. My original point is to expect to pay a
lot for a cucm install to support that many people. Even lower end
7941's are gonna cost a lot if you to several hundred.
