Frame-Relay Per-VC CBWFQ

Hi All,

 Was trying to configure frame-relay per-vc CBWFQ as per the Internetwork
Expert Vol1 ver4.1 requirement.Did the below configuration and applied to
the interface.While applying to the interface it gave me the below mesage
stating available only 0 kbps ..what is that mean ?.. Any help really
appreciated.

 class-map match-all VOICE
 match ip rtp 16384 16383
!
policy-map PER_VC_POLICY
 class VOICE
  priority 32 4000
 class class-default
  fair-queue
!

R4(config-if)#frame-relay class SHAPE
I/f Serial0/0 DLCI 405 class VOICE requested bandwidth 32 (kbps), available
only
 0 (kbps)
