Another thing to consider is which router has the more specific prefix being
advertised to the MA via your group-list.

 If R1 is advertising to the MA that it wants to be an RP for
239.0.0.0/24and R2 advertising it's an RP for
239.0.0.0/23, R1 should always end up the RP for groups 239.0.0.1-255.

I think the 'most specific match' mechanism is weighed before the other
ones.
