Technically yes, for the first round. But that extra year when you are 
suspended is counted towards (or substructures from if you will) the 
next two years of active status  so if you take the written test just 
before your extra year ends, you'll have just one year of active status 
for the next turn-abound of your recertification. If you take this 
approach for your first round of recertification you may very well end 
up being just one year active and one year suspended until you break 
this circle by taking recert test more often.
Let alone your work might not be happy of a suspended CCIE. If I 
remember right, only active CCIEs are counted towards Cisco partner status.
