The first one matches a default route and the second any route with a prefix
between /0 and 32

wht is the difference between

ip prefix-list xxxx seq 5 deny 0.0.0.0/0

                                       &

ip prefix-list xxxx seq 100000 deny 0.0.0.0/0 le 32
