Antonio,

Thank you for bringing this up. You are correct people like Pedro
passed the TAC Engineer qualfications before the official CCIE Program
and were later awarded numbers. So technically they got their CCIE
before Biggs and Slattery, however, Biggs and Slattery received the
first numbers since this was probably when the program started and
other Cisco employees were later awarded the CCIE, but since the the
early numbers were already gone they got the next numbers.

If anyone cares to look the CCDE is currently having a similar story.
The first CCDE is Ryan Hicks, but there are older CCDEs from the
previous year and these are the guys on the CCDE development team.
Note their numbers.

Some of you guys will argue anything.
