Sure, 45C is quite normal for equipment in a full rack or full DC-floor.
These temperature sensors tend to be not that great and are just a
benchmark, don't use it as your absolute temperature measure tool :-)

The difference is obvious, inlet is the air that the module is getting in
from the DC and the outlet temperature is when it's send out again after it
passed the hardware.

Don't worry about these values, when they reach 60 to 70 you should do
something about the cooling. Also watch the inlet, this should also be under
30 or at least under 35 to let it have any use :-)
