Good question, this may be a limitation of the IOS you are using. I know at
least it is available in 12.4(15)T9

R1(config)#int f0/1.1
R1(config-subif)#pppoe-client ?
  dial-pool-number dialer pool keyword

R1(config-subif)#pppoe-client dial-pool-number ?
  <1-255> Dialer pool number
