I have not tried this myself, but just thinking out loud here, do you have
the other side configured as well for end to end?

Quite a bit to this.
Also, I did not think you could configure the shape peak and shape average
commands for a single class.  I thought these two were exclusive ... it is
one or the other.  Does not make sense IMO to configure both for the same
class within a policy-map.
