Cisco IP Communicator will not run two or more instances on the same PC.
Same is true about CUPC, but they could co-exist, so you could have one
full-featured phone and one device capable of dialing and receiving calls on
behalf of the phone (assuming extra configuration will be necessary).

The other solution, as was already pointed out, would be multiple VMs.
