I remember this too. This was the default behavior in some early flavors of
IOS.

Look a little past the 1/2 page down to find mention of some early issues
...
When Cisco first came out with this command, it was 'dangerous' ... you have
the minimum and no more, you could not use more bandwidth if it was
available.
Now the behavior is much better. I also remember cases / bugs for when you
configured priority command and now that bandwidth was unavail for other
queues when the priority queue was not being used ...
Thank goodness that was all fixed!
