Not to long ago Back-to-Back Frame-Relay was typically used in instances 
where a network was running VOIP between two locations.  The advent of 
Voice Over Frame Relay allowed QoS and traffic manipulation to be 
performed between locations without the requirement of an actual Frame 
Relay Switch.
As technologies advanced and evolved, other means obviously rendered 
this "hack" or "router trick" no longer a necessary evil to accommodate 
voice in a manageable fashion.
