I understand now.. So, I should use the BGP to distribute labels, since
received routes are only from BGP.

One more question is, If I use only BGP send-label both side, without
enabling mpls on R9, will the packets be labelled for those routes learned
via BGP?
I can verify label is received using bgp & cef commands.
