Well I guess it is a logic of when you typically are wanting to apply
dampening. Typically you are not wanting to dampen routes you are
advertising to someone that you believe to be good. You want to dampen
routes you are receiving from a neighbor before advertising to someone else.
As the VRF address families are only for receiving and sending to the given
CE it makes sense to control dampening at the VPNv4 address family instead
which is where you are going to be advertising the prefix's to other P/PE
routers.
