Actually you can with statics in the core. I just took a working L3 VPN lab,
replaced ospf with statics and all works as before: ping CE to CE works OK
over L3 VPN. I have ospf between PE and CE. So I guess statics are only not
very practical but technically doable.

I did not test other IGPs in the core but I can see issues from command line
perspective. Currently only OSPF gives the possibility to run completely
independent instances:
"router ospf X" for the core connectivity
"router ospf Y vrf Z" for PE-CE connectivity.

Why do I need to run OSPF to exchange labels between LDP neighbors.

Why can't I use static routes or iBGP?
