I found out that the the remote router can ping the KS but KS can not ping
the remote router it was routing issue, but if one of them can ping the
other why the other can not??

It means that rekey is failing and the host needs to re-register to the key
server. Try to figure out why it isn't accepting the rekey's from the key
server.
