OSPF DR Preemption

Hello

Is there anyway to Preemp DR in OSPF.

If present DR down, the BDR will be DR and select another BDR...
If the Fisrt DR comes back it is in DRother...

Is there any way to make it DR without clearing Ospf or reloading
router..............
