1. Assuming you're trying to get the client to pull an IP from that server
I'd' say you need a helper address on the SVI of vlan 20. (I'd also ask how
him how he verified reachablity if the client doesn't have an address and
remind him that 'operating as expected' and operating as desired' are two
different things ;)

2. I don't think the fact that its a virtual link changes the type of of LSA
its sending. so it depends on the type of area.

uncomfortable? why uncomfortable?

I always liked asking very specific obscure questions and seeing what they
do when they don't have the answer.
