I would think that cisco.com is not "one place" but many with
fancy balancers with GSSs and who knows what policies.

Are you saying that just *any* cisco.com url is down for you ?
May be even some ISP transparent proxy or filter or ?
The intelligent network is a pain to tshoot. Dumb is so much easier :)
