I would plan on closer to 5 minutes.  Both GC and ATT will have pretty consistent results.  ATT doesn't mess with local pref for customer routes, so a simple pre-pend will cover you there.  GC has quality SE's in my experience, so you'll know what to expect going in.  I concur with Joe on Cogent, avoid at all costs.
