We have just done that for our customer, 1000+ branches while doing 
network refresh, branch setup was one of two types
- 1 x 2811 router with FastEthernet hand-off primary carriage and 3G 
backup, 1 x 3560 PoE switch
- 1 x 2811 router with FastEthernet hand-off primary carriage and 3G 
backup, 2 x 3560 PoE switches
The guys who did a roll-out used a generic Detailed Design and template 
configurations for those two types along with a master source 
spreadsheet with all variables assigned like IP addresses, bandwidth for 
QoS, etc. Then they would create an Excel macro generating individual 
configs by way of marrying master spreadsheet with templates. Worked well.
We also tried an alternative approach by coding a Perl script which 
would do the same as Excel macro. It was able to generate roughly 3000+ 
individual configuration files in one go. Sad it was never adopted and 
they went Excel way. :-)
So I fear you'd have to create switch config templates and master source 
file for all site you are about to roll out to be able to run any 
large-scale config generation in-house coded or commercial.
