DR on NBMA network

Hi experts,

In an OSPF NBMA mode, I go to the hub router configure its neighbor, I
didn't specify any neighbor command or interface priority on the spoke
routers.

On the Hub

Neighbor 10.1.1.2 priority 0

Neighbor 10.1.1.3 priority 0

On the two spokes,

No neighbors specified nor priority on the NBMA interface

After that I see R3 the DR for the NMBA network? While I was expecting R1
(the one on which I specified the neighbors) should be the DR. any hints??
