HI,

Normal switch port go through following stages before it forward traffic

Blocking ------>Listening ----------Learning

Cisco IOS has implement these timers as follows

Time wait in the Blocking stage = Max age
Time wait in the Listening stage = Forwad-time
Time wait in the Listening stage = Forward time

(Time wait in the Listening stage + Time wait in the Listening stage) = 2 *
Forward time

so you can set your time as follows

Max age = 4S
Forward time = 3S

Total time taken before move in to forward will be = 4S + (2 * 3S) = 10S

Cheers
