STP is a state based protocol, so the time it takes to "transition to" a
state, depends on where you are.
Blocking state does not always happen, it only applies when you were
connected and lost BPDU reception.
If you are transitioning from link up, only listening and learning will
happen before forwarding. This sounds like each of 5 seconds might be
your answer, but if the question is not clear, you should clarify.
