Understanding the technology is most important, and should come first (
Books, Documentation, AND RFCs are great for this)
Knowing how to configure it should be menial

Obviously for the CCIE, you need to know IOS very well. But that doesn't
simply mean memorize the commands to configure BGP. That will not help you
much if you don't fully understand what it is you're configuring.
