My bad on the number of phones, that is correct. Not sure what you mean about
not being able to check the number of DLU's in use.

Seems pretty clear that you can track it. Users do not directly impact
license counts, users with devices configured, whether they are primary
devices or adjunct devices consume DLU's. Cisco has made licensing 'easier',
but it's still a DLU count.

Hi Irfan,

MCS 7816 server can handle only up to 500 Users or up to 600 Phones only.(2500
can be handled only by MCS 7835 Server)

You can install even 5000 Lics in MCS 7816 Server. Because License is nothing
to do with Hardware Platform. But When more than 500 Phones register with the
MCS 7816 Server you may experience operational issues such as low response,
Phones unregister time to time etc.

2400 is DLU count and this will not be the User license count. From CUCM you
can not directly check how many user lics are utilized. What you can do is
check the number of phones configured and No of users configured with the
phones. Based on this you can decide the license utilization.
