Eigrp routing quesiton.

I have eigrp question. I thought eigrp routes had to be in routing table to qualify for routing to eigrp neighbor?

I have EBGP o eigrp and the BGP routes are in table with 20 AD but the eigrp routes in topology table routes are being advertise to eigrp neighbor. Is the rule different when redistributing into eigrp from other protocol?
