private vlans and vtp mode dependancy

why does i see private vlans always deponds on vtp transparent mode

if this due to fact that private vlans are not announced by vtp , Then
 if i create those vlans on both switches ...running server mode .. then
i think it should work

only on client switches it will not work

any meaning full advice ..
