By Default, only 75 % of the interface bandwidth is available for CBWFQ.
The remaining 25% is used for layer2 overhead, best-effort and control
traffic.
So 768+256+134 is 75 % of 1544. Ofcourse that can be changed with
max-reserved-bandwidth command, but with CAUTION.
