Chuck,
This will definetly work. I have done it before. The only issue that you may
run into is some ISPs block TCP port 179, which is BGP. You can easily get
around this with a tunnel like you suggested. I don't currently have my
routers connected to the Internet. Send me an e-mail later this weekend and
by then I should if you want to test it.
