For the router to autodiscover VP/VC you must be using UNI V3.1 or later on
BOTH switch and router. ILMI sets up the relationship between the two
devices and does a DLSW-like capabilities exchange (more or less). ILMI is
standardised on VP 0 VC 16.

QSAAL is only required when you are using SVC's as this is the signalling
for circuit setup and tear down. The standards define QSAAL on VP 0 VC 5.

Note that VP 0 and VC 0 - 16 are reserved by the standards.

So if you have a Cisco Lightspeed A100 (like I did) which supports UNI 3.0,
PVC autodiscovery does not work. More modern switches work just fine.

To test this set the UNI on the router to be UNI 3.0. The autodiscovery
commands are all present, it just doesn't work.
