What IOS on the frame switch router?
Some IOS versions will show ACTIVE as long as you you have local usage =
local. Some IOS's only see ACTIVE if the other side is got a configured
DLCI matching the local end...
I am at 12.1(x)y on all my gear and still have instances of ACTIVE /
INACTIVE regardless of local or remote DLCI/Protocol mapping activity.
Moral? Try different IOS on the gear...
