dlsw rsvp not working

I configured dlsw rsvp per
http://www.cisco.com/univercd/cc/td/doc/product/software/ios120/120newft/120t/120t3/rsvp.htm

and it is not working? What am I missing? Debug ip rsvp shows nothing.
Sh ip rsvp sender, res, req shows the following: Dlsw shows connected.
IOS is 12.1.

In my configuration R8 is directly connected to R6 with the following
configurations:

dlsw local-peer peer-id 172.28.2.8
dlsw rsvp 40 10
dlsw remote-peer 0 tcp 172.28.2.6

R6
dlsw local-peer peer-id 172.28.2.6
dlsw rsvp 40 10
dlsw remote-peer 0 tcp 172.28.2.8
