You SHOULD ENABLE RIP ON E0, and it cannot be enabled by redistributing the
network into RIP.

Use network 151.1.0.0 under RIP
and if you dont want to advertise the 151.1.100.0, then use passive
interface e0.

If you want to selectively allow the other networks (eg. loopback0) then use
a distribute list out e0 (and allow only 131.1.100.0/24)

RIP (and IGRP) 'listen' for updates on passive interfaces (unlike EIGRP &
OSPF, who dont form any adjacency if the interface is 'passive'd')
