Seems that an IPv6 neighbour syntax is case sensitive :

R2(config-router)#neighbor 2125.aaaa.bbbb.cccc::5 remote-as 200
% Create the peer-group first
R2(config-router)#neighbor 2125:AAAA:BBBB:CCCC::5 remote-as 200

And interpret 2125.aaaa.bbbb.cccc::5 as a peer-group name.
