Believe it or not....you always want to reload the routers in order to make sure that all your routes are taking the proper path, reloading the routers clears many issues with frame-relay preconfiguration....particular for OSPF routing related issues.....that is why reloading the router at the beginning and then at end is a healthy task to perform....
