It is not a cabling issue.
When I shut both g1/5 and g4/15 down, the port to be first unshut will
stay up and the second will stay down.
Right now, g4/15 is up and g1/5 down.

have you confirmed that it is not a cabling problem? Ie is you make
gi4/15 an access port and do the same for the other end does it come up?

The logical interface is already up.
        I was expecting a 2Gig interface and both g1/5 & g4/15 as

Allow the native VLAN on the trunks of the physical and logical
        interfaces.

Any suggestion as far as bringing this port channel up?
The port channel interface is up but the other member of
the
        channel is
down and doesn't show as a member of that channel.
