Indeed, even with context, the reason from there is that WAAS express
does not do DRE encoding. That is not related to having a CM or not.

Yep, the CM is the keys keeper, so if you loose CM, you better not
restart your WAEs. But that is of course if you decide to cipher the
DRE, which is optional if I remember well.

In any case, I doubt it would be a supported scenario, but this is
ccielab list after all, so would be fun to know if it works.
