When you use the summary address command is the ospf router an ASBR?

Question is to summarise a 30 address on a loopback to a 24 address. The
loopback is in Area 30 and summarizing to backbone
 
I used the summary-address 172.16.20.0 255.255.255.0
 
But other OSPF routers not taking the summary
 
Anything I am missing
